Let me see what I can identify off of the top of my head:

1. Norbert and Dagget from "Angry Beavers".

2. Filbert from "Rocko's Modern Life".

3. Danger Mouse? (I hardly remember that one.)

4. Stimpy and Ren.

5. Same as #4.

6. That evil thing from "Spongebob Squarepants". (Does that even count as
being from the 1990s?)

7. The cook from "You Can't Do That On Television". (That's definitely
NOT from the 1990s.)

8. Olmec from "Legends of the Hidden Temple".

9. Various patches and logos from the show "The Adventures of Pete And
Pete".

10. Gerald and Arnold from "Hey Arnold!"

11. I'm guessing this one refers to the theme song from "The Adventures
of Pete And Pete". (It's "Hey Sandy" by Polaris.)

12. A reference to an episode of "Doug".

13. A cross between Chuckie from "Rugrats" and the Garbage Pail Kids.

14. Two ancillary characters from "Ren And Stimpy".
